The Royal Borough of Kingston-upon-Thames has lost its appeal to the Court of Appeal over a High Court ruling that it overcharged tenants for water.

The above ruling has opened up over 50 councils that also had the same agreement with Thames Water and now liable to pay back tenants the commissions that they had benefited from since 01 April 2001.
